<br /> <br /> <br /> <br />3 3 <br />EXISTING RSO AND JCEO PROGRAMS <br />In May 2022, RSG researched existing RSO and JCEOs and their associated programs in seven (7) of <br />the twenty-three (23) jurisdictions to understand program requirements, administrative structure and <br />resources, program revenue and expenses, program compliance, and identify best practices that the <br />City should consider in its long-term implementation of the programs. After researching each program, <br />RSG interviewed staff from each of the jurisdictions to gather pertinent anecdotal information that is not <br />publicly available. <br /> <br />RSG selected the seven (7) jurisdictions based on the following criteria (“Sample Jurisdictions”): <br /> <br /> Preference for jurisdictions with both a rent stabilization and just cause eviction ordinance; <br /> Similar number of approximate rental units as the City (40,000); and <br /> Ordinance(s) applies to both Residential and Mobilehome units. <br /> <br />Table 1 below lists the seven Sample Jurisdictions that RSG identified and includes a comparison of <br />each jurisdiction to the City’s ordinances. <br /> <br />Table 1: Sample Jurisdictions <br />Source: City Ordinances, May 2022 <br /> <br /> <br /> <br />Jurisdiction Ordinance Year Approved By Just Cause <br />Eviction Ordinance <br />Allowable Rent <br />Increase <br />1.
