Allowing for the cost-sharing of the <br />rental registry fee may promote equity and shared responsibility amongst tenants and landlords; <br />however, the increased cost to tenants may undermine the stabilizing effects that the program <br />seeks. <br /> <br />Program Administration <br />Program administration varies widely across jurisdictions. There are a few factors for determining the <br />scale, breadth, and cost to administer the programs of which the number of rental units covered by the <br />ordinances and the services provided are the most important.
