Consolidated Annual Performance and Evaluation Report for Fiscal Year 2021 <br />September 6, 2022 <br />Page 2 <br />2 <br />9 <br />3 <br />1 <br />General Activity Accomplishments <br />Capital Improvements <br />•Completed street improvements that includes FY 2019-2020 <br />Heninger Park Neighborhood Street Improvement. <br />•Completed the rehabilitation of multiple curb ramps to comply <br />with ADA accessibility regulations. <br />•Completed the rehabilitation and improvement of Jerome Park <br />Lighting. <br />•A total of 47,410 residents were assisted. <br />Economic Development •Provided 25 small business incentive grants to small <br />businesses that were effected by the COVID-19 Pandemic. <br />Public Services <br />•Provided funding for 18 nonprofit organizations to administer <br />20 programs and served a total of 2,273 persons. <br />•America on Track, Boys & Girls Club of Santa Ana, OC <br />Children’s Therapeutic Arts Center, Neutral Ground, YMCA, <br />the Delhi Center, Girls Inc., Taller San Jose, and Relampago <br />del Cielo specifically, provided youth services that included <br />tutoring, education, recreation, fitness, and a classical music <br />program and gang prevention. <br />•The Cambodian Family and the Delhi Center provided youth <br />and family services that included tutoring, education, <br />leadership, parent workshops, and anti-bullying workshops. <br />•The Legal Aid Society of Orange County, Lutheran Social <br />Services of Southern California and Human Options provided <br />criminal record expungement and domestic violence services <br />that included housing and legal services. <br />•Community Health Initiative of OC and Radiant Health <br />Services, provided access to health and social service <br />programs by conducting outreach, education and enrollment. <br />Affordable Housing <br />•Funded two (2) first-time homebuyer down payment <br />assistance loans with $240,000 in CDBG funds. <br />•Participated in eight (8) down payment assistance workshops <br />and one (1) community fair <br />•Westview House affordable housing project located at 2530 & <br />2534 Westminster Avenue, Santa Ana, CA 92701 closed on <br />their financing. <br />Code Enforcement <br />•Community preservation efforts continue in deteriorated and <br />deteriorating areas to preserve the City's aging housing stock. <br />In FY 2021 Code Enforcement funds were used to respond to <br />complaints covering residential properties within the CDBG <br />eligible deteriorating and deteriorated areas. During the <br />program year, the City issued a total of 4,112 violations to <br />single-family units and 100% of the violations were corrected <br />by homeowners. <br />•Code Enforcement staff also issued 212 Notices of Violation, <br />171 Notice and Orders, and 5,932 Administrative Citations <br />involving residential housing.
