City Manager Office <br />www.santa-ana.org/city-managers-office <br />Item # 16 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />August 2, 2022 <br />TOPIC: Orange County Grand Jury’s Investigative Report, Findings, and <br />Recommendations Regarding “How is Orange County Addressing Homelessness” <br />AGENDA TITLE: <br />Orange County Grand Jury’s Investigative Report, Findings, and Recommendations <br />Regarding “How is Orange County Addressing Homelessness” <br />RECOMMENDED ACTION <br />Receive and file the Orange County Grand Jury’s investigative report, findings, and <br />recommendations regarding Orange County Homelessness and authorize the City <br />Manager to deliver the City’s response to the findings and recommendations to the <br />Presiding Judge of the Superior Court. <br />DISCUSSION <br />On June 17, 2022, the Orange County Grand Jury (OCGJ) issued an investigative report <br />with findings and recommendations regarding the regarding addressing Orange County’s <br />homelessness. The Orange County Grand Jury (OCGJ) studied the Continuum of Care <br />Board and the Orange County Office of Care Coordination which administers contracts, <br />monitors budgets and evaluates the result of the funded programs. <br />Exhibit 1 is the complete OCGJ’s report. As a result of the investigation, OCGJ issued <br />six findings and six recommendations. The OCGJ is requesting that the City of Santa Ana <br />respond to two findings and three recommendations. Exhibit 1 outlines the OCGJ <br />findings, recommendations, and Exhibit 2 is the City’s response. Upon authorization by <br />the City Council, the responses in Exhibit 2 will be submitted to the Presiding Judge of <br />the Superior Court. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action.
