How is Orange County Addressing Homelessness? <br /> <br />2021-2022 Orange County Grand Jury Page 12 <br /> <br />OC System of Care Resources <br />While the CoC represents the targeted collaboration to combat homelessness envisioned by <br />HUD, there are additional programs in the Orange County System of Care that serve homeless <br />individuals through other County agencies, such as the following: <br />• Prevention - Health care services which include: mental health, substance abuse <br />treatment, and public health (infectious disease control); public assistance programs such <br />as: Cal Fresh (EBT, food assistance), Cal WORKS (job training), Cash Assistance <br />Program for Immigrants, Medi-Cal, and General Relief (cash assistance). <br />• Outreach - Link to Services, Housing, Treatment, Basic Skills, and Job Training. <br />• Shelter - All emergency shelter funds go through the CoC Board. <br />• Housing - Housing Choice Vouchers, and Supportive Housing. <br />Source County of Orange 24 <br />Total Orange County Cost of Homelessness <br />In addition to the costs of the Orange County System of Care, the county spends significant <br />funds annually on homeless individuals in jail and in the criminal justice system.
