Appendix <br />ATTACHMENT 1 <br />SCOPE OF WORK <br /> <br />CITY OF SANTA ANA <br />REQUEST FOR PROPOSALS <br />FOR <br />SAFE MOBILITY SANTA ANA UPDATE <br />RFP NO.: 21-082 <br /> <br /> <br />INTRODUCTION <br /> <br />The City of Santa Ana (City) has seen the number of cyclists and pedestrians injured or killed in traffic <br />collisions remain unacceptably high for a number of years. The Santa Ana City Council and community are <br />now calling for a change to the City’s mobility priorities. The statistics tell the story: <br /> Most densely populated City in Orange County (Ranking 4th Nationally) <br /> 52% of Residents are under the age of 30 <br /> 18% of Households are without a car <br /> 14% of Residents use public transit <br /> Santa Ana ranks 3rd out of the 13 highest population cities in California in injury/fatal traffic collisions <br />o Pedestrian involved: 5/13 <br />o Bicyclist involved: 3/13 <br />Safe all-around Santa Ana mobility must be better balanced with regional mobility priorities! The response <br />must be customized to address the specific needs and characteristics of Santa Ana. <br /> <br />DESCRIPTION <br /> <br />The City is issuing this Request for Proposals (RFP) for the Safe Mobility Santa Ana (SMSA) Update that <br />involves evaluating citywide traffic safety. The SMSA Update will analyze traffic collisions, identify contributing <br />factors or patterns, recommend improvements, develop cost estimates, and prioritization for improvements. <br /> <br />PROJECT TASKS <br /> <br />The Consultant shall provide all necessary services to perform the following tasks: <br /> <br />Task 1: Project Management: The City shall be the lead agency for the SMSA Update, and the designated <br />City Project Manager will coordinate project management through the Traffic Engineering Section of <br />the Public Works Agency. However, because this Project will require multi-jurisdictional cooperation <br />with other agencies, the Consultant shall show a demonstrated ability to interface and coordinate with <br />multiple agencies. Other agencies will provide necessary input on project design including: <br /> Public Works Agency <br /> Planning & Building Agency <br /> Santa Ana Police Department <br /> OCTA <br /> Caltrans <br /> SAUSD <br />The Consultant shall be expected to interface both locally with City staff and other affected agencies <br />as necessary, as well as participating in discussions and presentations with the wider design team at <br />periodic project milestones.
