Here’s What We Found <br />Out, 7/25/21 <br />GLOSSARY <br />211 OC: A non-profit that administers the county Homeless Management Information System <br />and publishes the data on their website. <br />Chronically Homeless: An individual or family who is homeless and lives in a place not meant <br />for human habitation, for at least 1 year. <br />Chronic Substance Abuse: adults with a substance abuse problem that is expected to be of <br />indefinite duration and substantially impairs the person’s ability to live independently. <br />Commission to End Homelessness: A collaborative board of County and city government, <br />private foundations, advocacy groups, community organizations, and other interested <br />stakeholders that promote the success of the Ten-Year Plan to End Homelessness.
