Authorize the City Manager and Clerk of the Council to execute the agreement with <br />the County of Orange. <br />2. Approve an appropriation adjustment recognizing $1,200,000 awarded to the City of <br />Santa Ana by the County of Orange Community Resources Agency for the City’s <br />Downtown Business Interruption Fund. <br />DISCUSSION <br />On May 17, 2022, the Orange County Board of Supervisors approved the use of $1.2 <br />million of the Second Supervisorial District’s allocation of American Rescue Plan Act <br />(ARPA) funding to support Santa Ana small businesses impacted by ongoing OC <br />Streetcar construction. Both parties have agreed that the County shall transfer the grant <br />funds with the expectation to that the City distributes the grant funds to the impacted <br />businesses within the construction zone. <br />The County of Orange Funded Downtown Santa Ana Business Interruption Fund provides <br />financial assistance to small “mom and pop” businesses located along the OC Streetcar <br />transit project that are impacted by transit rail construction. Businesses that have already <br />received an award from the City of Santa Ana’s Business Interruption Fund automatically <br />qualify for this grant program. <br />Grant amounts will range from $5,000, $10,000, and $20,000 based on the applicable <br />rent that each business currently pays. <br />County of Orange has proposed a 4% administrative fee from the grant funds to assist in <br />covering the anticipated City staff time and administrative costs. This administration fee <br />will be necessary in order to execute a successful program, which will include developing <br />the new program guidelines, application, online forms, informational flyers, financial
