Award Construction Contract to Quality Fence Co., Inc. <br />June 21, 2022 <br />Page 3 <br />$15,000 Bid Alternative item was also included in the project specifications, which <br />involves a 90-day maintenance period specific to acts of vandalism. <br />In the past five years, Quality Fence Co., Inc. has performed on -call fence installation <br />work for the City's Water Resources Department and Public Works Agency. Based on the <br />bid analysis and a contractor reference check, staff recommends awarding the <br />construction contract to Quality Fence Co., Inc., in the amount of the Base Bid pus the <br />Bid Alternative, totaling $415,965 (Exhibit 3). <br />Project Delivery <br />To deliver a complete project, in addition to the construction contract, the estimated total <br />project delivery cost includes construction administration, inspection, and testing, along <br />with an allowance for contingencies to account for unexpected or unforeseen conditions. <br />Construction administration and inspection includes the following: construction <br />management; implementation of the City's Community Workforce Agreement <br />requirements; inspection of the Contractor's work to ensure contract compliance, <br />workmanship, and quality; and materials testing. Categorical Exemption Environmental Review No. ER- <br />2021-124 was filed for the project. <br />FISCAL IMPACT <br />Approval of the $80,000 Appropriation Adjustment recognizes $80,000 of prior -year fund <br />balance in the Federal Clean Water Protection fund, Prior Year Carryforward revenue <br />account (No. 05717002-50001) and appropriate the same amount into the Federal Clean <br />Water Protection Enterprise, Improvements Other Than Building expenditure account <br />(No. 05717640-66220). The new total project budget will be $480,000. This project was <br />originally approved in the FY 2021-22 CIP with a total budget of $400,000 as Project No. <br />22-6469, which is the number assigned to the Project Plans and Specifications, the Notice <br />Inviting Bids, and all expenditures to deliver the project. As indicated in the Cost Analysis, <br />the estimated total construction delivery cost of the project is $480,000, which includes <br />construction, contract administration, inspection, testing, and an authorized contingency. <br />
