Aside from the tax savings, the benefits <br />include: <br />Long term preservation of the property and visual improvement to the neighborhood <br />Allows for a mechanism to provide for property rehabilitation <br />Provides additional incentive for potential buyers to purchase historic structures <br />Discourages inappropriate alterations to the property <br />In 2007, the Historic Resources Commission placed the Evans House on the Register <br />and within the “contributive” category for its exemplification of the distinguishing <br />characteristics of the Spanish Colonial Revival style. In addition, the Evans house was <br />deemed architecturally significant and a good example of period architecture, as an intact <br />example of a symmetrical, flat-roofed Spanish Colonial Revival bungalow in the Pico- <br />Lowell neighborhood. Character-defining exterior features of the Evans House include, <br />but may not be limited to, materials and finishes (stucco, tile); roof configuration and <br />detailing; massing; original windows and doors and their surrounds where extant; porch; <br />chimney; and architectural details such as the parapet, diamond-shaped embellishments, <br />and porch archway. <br />Since its listing on the Register in 2007, the property has been improved only with new <br />paint. Otherwise, the property has no identified unauthorized modifications. As part of the <br />site visit to the property, staff noted several items to be included as part of the <br />rehabilitation and restoration requirements during the duration of the Mills Act Agreement. <br />These include, but are not limited to the removal of a non-original metal canopy and <br />supports in the east bay of the porch; replacement of damaged driveway; repair and <br />restoration of deteriorating, dilapidated or unrepaired fenestration and stucco cladding; <br />and the replacement of non-original porch tiles with more appropriate terracotta tiles. <br />These improvements will be subject to review and approval by staff. Upon consideration <br />of the application, it is recommended that the City enter into a Historic Property <br />Preservation Agreement. <br />ENVIRONMENTAL IMPACT <br />Pursuant to the California Environmental Quality Act (CEQA) and the CEQA Guidelines, <br />the project is exempt from further review pursuant to Section 15331 of the CEQA <br />Guidelines (Class 31 – Historical Resource Restoration/Rehabilitation) as these actions <br />are designed to preserve historic resources. Based on this analysis, a Notice of <br />Exemption, Environmental Review No. 2022-25 will be filed for this project. <br />FISCAL IMPACT <br />The Historic Property Preservation Agreement will reduce the Property Tax revenue <br />account 01102002-50011 to the City by an estimated $530.53 annually, for a period of <br />not less than ten years. <br />Historic Resources Commission c –2 5/5/2022
