Approve an appropriation adjustment recognizing $100,000 of Fiscal Year 2019-20 <br />Santa Ana Watershed Project Authority grant funds into the Miscellaneous Revenue, <br />State Grant -Direct revenue account, and appropriate the same amount to the Prop 1 <br />IRWM Program, Improvements Other Than Building expenditure account. (Requires <br />five affirmative votes) <br />2. Approve an amendment to the Fiscal Year 2021-22 Capital Improvement Program to <br />add the Washington Well Site Improvements Project and include $100,000 in funds <br />for engineering services. <br />DISCUSSION <br />The Washington Well Site Improvements Project involves construction of a new <br />groundwater well, including piping and electrical equipment, a well building, and a <br />chemical storage building located at the intersection of Washington Avenue and Penn <br />Way. The project creates an additional local water supply, which improves the City's long- <br />term resilience. It closes the projected gap between future demand and available supply <br />by adding over 4,000 acre-feet per year to the City's pumping capacity. This promotes <br />less reliance on imported water, which, in turn, reduces wholesale water costs. The <br />project will also address low-pressure deficiencies, improve reliability, and increase <br />flexibility within the City's water system. <br />On March 17, 2020, the City Council approved an agreement with the Santa Ana <br />Watershed Project Authority (SAWPA) accepting Proposition 1 Integrated Regional <br />Water Management Program Disadvantaged Communities Involvement Program Grant <br />funds in the amount of $100,000 to support project planning. The funds were never <br />appropriated to the project, and staff is returning to the City Council to recognize the <br />
