• Department of Real Estate Commissioner's Regulations 2780-2782 — defines <br />disciplinary actions for discrimination, prohibits panic selling and affirms the <br />broker's duty to supervise. <br />• Business and Professions Code — covers people who hold licenses, including <br />real estate agents, brokers, and loan officers. <br />All residents in the City of Santa Ana have access to information about fair housing <br />enforcement, outreach capacity, and resources available to them. One of these <br />organizations is Community Legal Aid SoCal that serves low-income residents of Orange <br />County and Southeast Los Angeles County. Overall, community legal aid provides direct <br />representation, as well as engages in policy advocacy and impact litigation. The <br />advocates in the housing program provide legal assistance across a broad range of fair <br />housing issues, including "eviction, federally or otherwise publicly subsidized housing, <br />substandard housing, landlord/tenant issues, homeownership issues, homeowners <br />association issues mobile homes, housing discrimination, and predatory lending <br />practices." <br />Local Trend <br />According to the 2015-2019 ACS, approximately 77% of the Santa Ana population <br />identifies as being Hispanic or Latino. In comparison, only 34.1 % of Orange County <br />residents identify the same. The City has a smaller population of white, non -mixed <br />heritage, residents compared to neighboring jurisdictions. <br />Dissimilarity indices between non-White and White groups indicate that the City has also <br />stayed relatively the same in regards to segregation since 1990. Segregation between <br />Black, White and Hispanic communities has decreased, while segregation between <br />Asian/Pacific Islander communities and White communities has increased. <br />17 <br />
