Public Works Agency <br />www.santa-ana.org/pw <br />Item # 56 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />June 21, 2022 <br />TOPIC: 2022-23 Fiscal Year SB 1 Local Streets and Roads Projects <br />AGENDA TITLE <br />Adopt a Resolution for Fiscal Year 2022-23 SB 1 Local Streets and Roads Projects in an <br />Amount Estimated at $7,553,444 for Capital Improvement Projects (Non-General Fund) <br />RECOMMENDED ACTION <br />Adopt a resolution affirming the Fiscal Year 2022-2023 SB 1 Projects List and anticipated <br />funding in the amount of $7,553,444, which is required to be submitted to the California <br />Transportation Commission (CTC) for budgeting the Fiscal Year 2022-23 Capital <br />Improvement Program (CIP), as necessary for City eligibility to receive Road <br />Maintenance and Rehabilitation Account Funding. <br />DISCUSSION <br />Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes <br />of 2017), was passed by the Legislature and signed into law by the Governor in April 2017 <br />to address basic road maintenance, rehabilitation, and critical safety needs on both the <br />state highway and the local streets systems. <br />The funding guidelines specify that before local agencies can receive their apportionment <br />of Road Maintenance and Rehabilitation Account (RMRA) funds in a given fiscal year, <br />they must adopt a resolution with a list of proposed projects (Exhibit 1). The City will <br />receive an estimated $7,553,444 in FY 2022-23 from RMRA funds and must submit a <br />resolution with the project list to the CTC by July 1, 2022 to maintain eligibility. <br />Each RMRA-funded project must be specifically differentiated from the Highway Users <br />Tax Account funding, and project nominations must include a project description, specific <br />location, proposed schedule for completion, and the estimated useful life. <br />The proposed projects are being incorporated into the FY 2022-23 Capital Improvement <br />Program (CIP) Budget, and staff has prepared FY 2022-23 CIP Project Sheets (Exhibit <br />2) for each of the projects. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with the action.
