City Manager Office <br />santa-ana.org/city-managers-office <br />Item # 63 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />June 21, 2022 <br />TOPIC: Coronavirus Nonprofit Fiscal Recovery Fund <br />AGENDA TITLE: <br />Approve the Coronavirus Nonprofit Fiscal Recovery Fund Program in the amount of <br />$550,000 to Provide Financial Relief to Non-Profit Organizations Located on City-Owned <br />Land (Revive Santa Ana Program) <br />RECOMMENDED ACTION <br />1. Approve an amendment to the Revive Santa Ana spending plan to add the <br />Coronavirus Nonprofit Fiscal Recovery Fund in the amount of $550,000 and decrease <br />the amount for Community Center Renovations by $550,000 <br />2. Direct the City Attorney to finalize and authorize the City Manager to execute <br />agreements with non-profit organizations awarded funds as part of the Coronavirus <br />Nonprofit Fiscal Recovery Fund program for a one-year term beginning June 22 , 2022 <br />through June 21, 2023, subject to non-substantive changes approved by the City <br />Manager and City Attorney, and direct the Risk Manager or designee to determine the <br />necessary insurance requirements applicable for each project. <br />DISCUSSION <br />Background <br />In July 2021, the City of Santa Ana received approximately $128.3 million in Coronavirus <br />State and Local Fiscal Recovery Funds (SLFRF) through the American Rescue Plan Act <br />of 2021. These funds provide critical funding for resources to respond to the COVID-19 <br />pandemic, address the economic fallout, and prepare for a recovery plan that is rooted in <br />equity and transparency. To guide the City of Santa Ana through identifying and <br />prioritizing expenditure areas for the City’s share of Coronavirus State and Local Fiscal <br />Recovery Funds, the City launched Revive Santa Ana, a comprehensive COVID-19 <br />pandemic recovery initiative designed to deliver both short-term and long-term health, <br />financial, educational, and other support to the Santa Ana community. Revive Santa Ana <br />is divided into five main categories: Recovery from the Pandemic; Direct Assistance <br />Programs; Public Health and Safety; Critical Infrastructure; and City Fiscal Health.
