NEEDS FOR IMPROVED PARK ACCESS <br />The City strives to provide parks within a 10-minute walking or biking distance of all <br />residents (approximately 1/4 to 1/2 mile). The PMP identified 43 areas that are park deficient. <br />Of these, 23 are categorized as "high needs," because they are below the poverty level, <br />have a majority non -white population, have a higher residential density, and/or are in <br />Environmental Justice Communities or Focus Areas for redevelopment. High needs areas <br />are outlined in red on the map. <br />A detailed analysis of these gap areas shows that many (shaded in yellow) have schools, <br />private or public recreation facilities, other City -owned land, or existing or planned off-street <br />trails that could help address recreation needs. The remaining areas, shaded in green, do not <br />have any similar opportunities. While the City is planning a more comprehensive bikeway system, the PMP focuses <br />on the off-street trail corridors (Class I or IV bikeways) that connect parks and support <br />recreation. <br />• Proposed Key Connections: These trails, shown in red on the map, were identified as <br />priority opportunities to enhance pedestrian and bicycle connections to local parks and <br />regional trails. Approximately 20.6 miles of trails are needed. <br />• Proposed Golden Loop Trail: When completed, the Golden Loop Trail, shown in <br />gold, will be a 17-mile multiuse path connecting the Santa Ana River corridor to other <br />destinations.
