More than 2,000 <br />residents, 6 different <br />committees, commissions <br />and advisory groups, 24 <br />partner or stakeholder <br />organizations, <br />participants at 16 pop- <br />up activities, and three <br />staff groups shared their <br />insights and comments <br />to help develop the PMP <br />(see Chapter 3). <br />PLANNING PROCESS OVERVIEW <br />This Parks Master Plan was developed through an <br />18-month process that combined broad resident <br />and stakeholder engagement with a data -driven <br />technical analysis to identify community needs. <br />City staff, key stakeholders and city leaders <br />together formed a Project Advisory Group that <br />worked together to ensure the plan reflects the <br />aspirations and goals of Santa Ana. <br />While the plan was developed during the <br />COVID-19 pandemic, the process included <br />in -person, online, and virtual outreach activities <br />to ensure all residents and traditionally <br />underrepresented groups had an opportunity <br />to participate. With outreach in English, Spanish <br />and Vietnamese, a wide range of residents, <br />stakeholders, partners, committees, city leaders, <br />and community liaisons who represented diverse <br />groups and interests were involved. More <br />than 2,000 residents, 6 different committees, <br />commissions and advisory groups, 24 partner <br />or stakeholder organizations, participants at 16 <br />pop-up activities, and three staff groups shared <br />their insights and comments to help develop the <br />PMP (see Chapter 3). <br />As noted in Figure 1-1, the four -phased <br />planning process included updating the City's <br />park inventory and evaluating the existing <br />system, identifying park needs, defining key <br />initiatives and recommended projects, and <br />preparing the PMP for community review, <br />refinement and adoption. The PMP will allow <br />City staff and leaders to incorporate Santa Ana's <br />unique character and community vision into <br />an action plan that supports vibrant parks and <br />recreation experiences for residents, employees <br />and visitors. <br />MSANTA ANA PARKS MASTER PLAN CHAPTER 1: INTRODUCTION f <br />
