Exhibit 1 <br />RESOLUTION NO. 2022-XXX <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA <br />APPROVING THE PARKS, FACILITIES, TRAILS, AND OPEN SPACE <br />MASTER PLAN <br />WHEREAS, parks, recreation facilities, trails, open space and community programs play <br />a critical role in supporting quality of life of the residents of the City of Santa Ana; <br />WHEREAS, the City through its Parks, Recreation and Community Services Agency <br />engaged in an eighteen -month process to identify community needs as part of the drafting of the <br />Parks, Facilities, Trails, and Open Space Master Plan ("PMP"); and <br />WHEREAS, the process to draft the PMP included broad resident and stakeholder <br />engagement with a data -driven technical analysis to identify community needs; and <br />WHEREAS, City staff, key stakeholders, and city leaders together formed a Project <br />Advisory Group to guide the four -phased planning process; and <br />WHEREAS, more than 2,000 residents, six committees, commissions, advisory groups, <br />twenty-four partner or stakeholder organizations, three staff groups, and participants at sixteen <br />pop-up activities shared their insights and comments to help develop the PMP; and <br />WHEREAS, the City recently adopted its General Plan Amendment and the PMP built upon <br />the General Plan findings to identify specific community priorities for parks, recreation, and trails. <br />These priorities will guide the City's park investment strategy; and <br />WHEREAS, the PMP identifies eight key initiatives for the City's parks and recreation <br />system, along with policies and implementation strategies that will guide the provision of parks, <br />recreation, and related services over the next ten years; and <br />WHEREAS, utilizing the PMP, the City will have a transparent and collaborative vision for <br />the future of parks, facilities, trails and open space to guide the City for the next ten years with a <br />strategy for both maintaining current facilities and improving facilities and services through PMP <br />initiatives such as park acquisition where opportunities arise. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa Ana as <br />follows: <br />Section 1. The Parks, Facilities, Trails, and Open Space Master Plan attached as <br />Exhibit A, is hereby approved. <br />Resolution No. 2022-XXX <br />Page 1 of 2 <br />
