Parks, Recreation, and Community Services <br />www.santa-ana.org/parks <br />Item # 17 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />May 17, 2022 <br />TOPIC: Amend the Blanket Order Contract for Chain Link Fence Rental/Portable <br />Restroom Rental <br />AGENDA TITLE: <br />Amend the Blanket Order Contract for Chain Link Fence Rental/Portable Restroom <br />Rental in the amount of $50,000 (Specification No. 16-059) (General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to amend the annual amount of the blanket order contract <br />with United Site Service, Inc. for citywide chain link fence rentals/portable restroom <br />rentals by $50,000 for a new total annual amount not to exceed $ 285,400, subject to <br />non-substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />On September 20, 2016, the City Council awarded a two-year contract to United Site <br />Services, Inc., and Quality Fence Co., Inc. with provisions for three one-year renewals, <br />for citywide chain link fence rentals in an annual aggregate amount not to exceed <br />$67,000, which included $7,000 for portable restroom rentals. On July 5, 2017, the City <br />Council approved an amendment for a new total annual amount not to exceed <br />$117,000. On September 3, 2019, the City Council approved an amendment of $97,000, <br />plus a 10-percent contingency, for a new total amount not to exceed $235,400 with two <br />additional one-year renewal options through September 30, 2023. <br />The contract is used citywide by various departments. In FY 2021-22, due to an increase <br />in park improvement projects, use of these rental services has increased. Currently, the <br />renovation of Santiago Park requires temporary replacement restrooms. Additionally, the <br />renovation of Adams Park restrooms also requires temporary replacement <br />restrooms. Because of the additional need, on top of the department’s regular use, plus <br />future projects, staff recommends an increase in the blanket order contract amount with <br />United Site Services. <br />Proposed in Fiscal Year 2022-23 is for Park Maintenance Services to transfer from <br />PRCSA to the Public Works Agency (PWA), where they will continue to manage the use <br />of these services, along with the overall maintenance of the parks.
