OTETRA TECH <br />January 13, 2022 <br />Armando Fernandez, PE, Senior Civil Engineer <br />City of Santa Ana, Public Works Agency <br />215 South Center Street <br />Santa Ana, CA 92703 <br />Reference: Proposal to Provide Engineering Design Services for SA-2 Pressure Control <br />Station Relocation and Transmission Main Improvements — RFP No. 21-127 <br />Dear Mr. Fernandez, <br />Tetra Tech enthusiastically submits our proposal for the above -mentioned project. The relationship we <br />have built with the City of Santa Ana (City) is highly regarded and we are committed to providing the <br />City with the same consistent, diligent, high -quality service that you expect and deserve. Our project <br />team brings the following distinct advantages: <br />Extensive City Experience and Unmatched Knowledge of Project: Members of our project <br />team have completed more than 40 water/wastewater projects for the City since 1999. Our project <br />team knows the City's design requirements and standards, preferred materials, and operational <br />preferences which will allow us to complete designs in the most cost-effective manner. In addition, <br />Tetra Tech has unmatched knowledge of the project since we prepared the SA-2 Feasibility Study. <br />Extensive Pipeline Design Experience within Arterial Streets: Tetra Tech has previously <br />designed pipelines within the following City arterial streets: Bristol St., French St., Spurgeon St., <br />Edinger Ave., Ritchey St., and MacArthur Blvd. Tetra Tech has also designed pipeline replacement <br />projects on Katella Ave. (adjacent to Disneyland) and on Newport Blvd. <br />Extensive PRS Design Experience: Tetra Tech previously designed the SA-7 Relocation and <br />SA-5 Vault Modifications for the City. In addition, Tetra Tech is currently designing the SA-1 Hydro - <br />generator replacement for the City. Therefore, we have an excellent understanding of the City's <br />mechanical, electrical and control designs and operation requirements for the PRS facilities. <br />In-house Environmental, Envision, Survey, WQMP, Traffic Control, Mechanical, Structural, <br />Architectural, Electrical and Control Capabilities: We have our own in-house capabilities for all <br />of the services required for this project except for Geotechnical and Transient Analysis services. <br />Envision Experience: Tetra Tech previously has obtained or is in the process of pursuing <br />Envision Award rating of Gold on six (6) separate projects in Southern California. <br />Dedication to City: We believe our past 20 year relationship with the City shows our commitment <br />to providing the City with high -quality service. We have been awarded repeat work with the City due <br />to our quality and responsiveness as well as the trust formed with the City Water Resources staff. <br />Per Request for Proposal requirements, our proposal shall remain valid for 120 days after the date of <br />submission.
