Ms. Desmond is a senior member of the American Society of Appraisers in the Business <br />Valuation Discipline. This designation was attained in 1995. She is also a member of the <br />International Right of Way Association. Ms. Desmond has written articles for International <br />Right of Way Association newsletters and the California Redevelopment Journal. She is <br />also a contributing author to the Handbook of Small Business Valuation Formulas, published <br />in 1987 and revised in 1988. Ms. Desmond regularly gives seminars to public agencies, <br />attorney groups, and right of way organizations relative to issues pertinent to goodwill loss in <br />eminent domain actions and billboard appraisal. <br />Ms. Desmond graduated with a bachelor's degree from the University of California, Los <br />Angeles in 1986 and continues to attend professional education courses in appraisal, <br />finance and accounting. <br />Ms. Desmond will be directly responsible for all appraisal services provided to the City of <br />Santa Ana. She is located out of an office in Los Angeles and will be available to commit 20 <br />hours per week for appraisal preparation and litigation support for this project. Ms. <br />Desmond will be available to provide goodwill loss appraisal services for the duration <br />of the contract with the City of Santa Ana. No other person will replace Ms. Desmond. <br />D. UNDERSTANDING OF NEED <br />DDA is proposing to provide the City of Santa Ana with business goodwill loss appraisal <br />services, including preparation of Budgetary Estimates and Acquisition Appraisals. DDA will <br />also provide litigation support, as necessary. All appraisal services will be coordinated with <br />City staff, relocation and acquisition consultants, real estate appraisers and fixture & <br />equipment appraisers. All appraisal services will be performed in conformance with the <br />Uniform Standards of Professional Appraisal Practice (USPAP) and will adhere to the <br />California Code of Civil Procedure and all applicable current case law. <br />E.
