Community Development Agency <br />www.santa-ana.org/community-development <br />Item # 35 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />May 17, 2022 <br />TOPIC: Donation of Two City Camping Trailers <br />AGENDA TITLE: <br />Approve the Transfer of Ownership of Two City Camping Trailers; Recognize $238,070 <br />into the General Fund from the Sale of 14 City Camping Trailers <br />RECOMMENDED ACTION <br />Authorize the City Manager to transfer the ownership of two camping trailers to Suavecito <br />Foundation for their use. <br />DISCUSSION <br />In early April 2020, the City received 22 trailers from the State of California as part of <br />Governor Gavin Newsom's emergency funding package to provide shelter to people <br />experiencing homelessness during the Coronavirus pandemic. Fifteen camping trailers <br />were immediately set up in the parking lot of the City's Link Shelter. These trailers housed <br />individuals and/or families experiencing homelessness at the Link who had tested positive <br />for COVID-19, exhibited symptoms, were aged 65 and older, or considered at -risk due to <br />medical conditions. The City's Community Development Agency and Public Works <br />Agency staff worked to make the trailers operational by the addition of several services, <br />including security, lighting, electrical and trailer maintenance. Two additional trailers were <br />used as part of the Santa Ana Cares mobile resource center, and the remaining five were <br />never used. <br />In February 2021, the trailer program at the Link ended and the trailers were cleaned and <br />stored on City property. At that time, several City departments expressed an interest in <br />utilizing the trailers for future City programming. Eight trailers were retained and 14 were <br />sold via auction with proceeds going back to the City. After commission fees and <br />transport fees, the proceeds resulted in $238,070.00 <br />In November 2021, a Request for Qualifications (RFQ) for trailer donation was released. <br />Three proposals were received; two of the proposals were from outside of Santa Ana and <br />one is local, Suavecito Foundation. Suavecito Foundation is a nonprofit organization in <br />Santa Ana founded in 2018 to promote youth development and family engagement <br />through a variety of opportunities and resources. It is recommended that the City Council <br />retain six trailers and donate two to Suavecito Foundation for youth and their families to <br />
