Police Department <br />www.santa-ana.org/pd <br />Item # 18 <br />or City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />May 3, 2022 <br />TOPIC: Edward Byrne Memorial Justice Assistance Grant Funding <br />AGENDA TITLE: <br />Approve Memorandum of Understanding and Appropriation Adjustments for Edward <br />Byrne Memorial Justice Assistance Grant Program Funding (Non -General Fund) <br />RECOMMENDED ACTION <br />1. Authorize the City Manager and the Chief of Police to execute a Memorandum of <br />Understanding (#15PBJA-21-GG-01188-JAGX) with the County of Orange, Sheriff's <br />Department for the period of October 1, 2020 through September 30, 2024, <br />accepting the 2021 Edward Byrne Memorial Justice Assistance Grant program funds <br />in the amount of $105,143, subject to non -substantive changes approved by the City <br />Manager and City Attorney. <br />2. Approve an appropriation adjustment recognizing $105,143 in the Law Enforcement <br />Grants revenue account and appropriate same to expenditure account. (Requires <br />five affirmative votes.) <br />3. Approve an appropriation adjustment recognizing $6,110 in the Law Enforcement <br />Grants revenue account and appropriate same to expenditure account for portions <br />of the 2019 and 2020 Edward Byrne Memorial Justice Assistance Grant program <br />funds. (Requires five affirmative votes.) <br />DISCUSSION <br />The Edward Byrne Memorial Justice Assistance Grant (JAG) program provides federal <br />criminal justice funding to state and local jurisdictions. JAG awards are based on a <br />statutory formula that equally weighs the City's share of violent crime and population <br />according to statistics from the Bureau of Justice Statistics (BJS). JAG requires the <br />County to function as the applicant/fiscal agent to apply for, receive, and administer the <br />funds on behalf of all cities. <br />Funding in the amount of $105,143 has been awarded to the City of Santa Ana for the <br />2021 JAG allocation.
