<br />o 5k Run, additional green/open space, healthy food access, property
<br />compliance programs, rapid response homeless services, park restrooms,
<br />increased security for parks and community centers, First Street safety
<br />enhancements
<br />• Critical Infrastructure:
<br />o Broadband access, community center renovations, transformation of
<br />Central Library to support early childhood learning, expansion of library
<br />accessibility, IT and process upgrades, streetlights, storm drain gates,
<br />parking structure improvements
<br />• City Fiscal Health:
<br />o Legal support services, contract management, unemployment fund / paid
<br />leave reimbursement, accounting and compliance for federal funding,
<br />reserve for revenue loss allocation
<br />On October 18, 2021, the Parks, Recreation and Community Services Agency (PRCSA)
<br />released a Request for Proposals (RFP) to solicit non-profit organizations to submit
<br />proposals for youth services for the following categories, which fall under Direct
<br />Assistance Programs noted above.
<br />• Early Childhood Support & Head Start & Child/Day Care
<br />• After-School/Youth Sports
<br />• Youth Violence Prevention
<br />An evaluation committee reviewed and rated the proposals according to the criteria listed in
<br />the RFP, which includes Statement of Qualification, Scope of Work, Data Collection,
<br />Reporting and Compliance, and Budget.
<br />The City received 24 proposals, from 19 organizations with a total request of $4,882,467.
<br />After the proposals were scored, four proposals did not meet the minimum threshold to
<br />proceed in the evaluation process. A follow up questionnaire was provided by the
<br />organizations of the remaining 20 proposals. The evaluation committee is recommending
<br />awarding agreements to 18 proposals, from 14 organizations
<br />The total request of the recommended proposals was $3,794,571 for a two-year program.
<br />The Revive Spending Plan identified $2,000,000 for these services. Therefore, to meet this
<br />limit, the evaluation committee recommends funding for a one-year program instead of a
<br />two-year program as originally requested in the RFP. Additionally, the requests for Youth
<br />Violence Prevention exceed the amount specified in the spending plan. Therefore, the
<br />
