Background <br />• Police Chief Valentin directed a policy in early 2020 to proactively eliminate engagement in <br />the military surplus acquisition program. <br />• Items in possession of the Department were inventoried and returned to the military with <br />documentation. <br />• CA state assembly bill 481 signed by the governor September 30, 2021 <br />• Created government code sections 7070-7074 <br />• The intent of the legislature was for law enforcement to provide greater transparency <br />regarding the funding, acquisition, and use of "military equipment." <br />• More specifically, it is designed to provide greater oversight with regard to receiving <br />decommissioned equipment through the federal department of general services defense <br />logistics agency program <br />0 (commonly known as the 10-33 program) <br />
