Additional Operational Standards for Indoor Commercial Cannabis Cultivation <br />Facilities. <br />(a) There shall be no exterior evidence of cannabis cultivation from a public right-of- <br />way. <br />(b) The Building Official may require additional specific standards to meet the <br />California Building Code and Fire Code, including, but not limited to, installation of <br />fire suppression sprinklers. <br />(c) Compliance with Section 13149 of Water Code as enforced by the State Water <br />Resources Control Board is required. <br />(d) All commercial cannabis cultivation facilities shall comply with any and all <br />applicable safety guidelines adopted by the Orange County Fire Authority, the <br />State of California, and/or the City of Santa Ana for cannabis carbon dioxide <br />enrichment systems. <br />(e) Cannabis cultivation facilities shall not contain an exhibition or product sales area <br />or allow for retail distribution of products at that location unless the facility is co- <br />located with an approved commercial cannabis retail business with a RSP. <br />9. Additional Operational Standards for Commercial Cannabis Distribution Facilities. <br />(a) Inspections by an authorized City of Santa Ana representative may be conducted <br />anytime during the business's regular business hours. <br />(b) A distributor shall ensure that all cannabis goods stored in compliance with all <br />applicable State regulations to ensure conformance to any and all applicable Track <br />and Trace systems required by the State. <br />(c) Employee breakrooms, eating areas, changing facilities, locker rooms and <br />bathrooms shall be completely separated from the storage areas. <br />10. Additional Operational Standards for Commercial Cannabis Consumption Lounges. <br />(a) Inspections by an authorized City of Santa Ana representative may be <br />conducted anytime during the business's regular business hours. <br />(b) Consumption lounges are permitted as an ancillary use to a commercial <br />cannabis medicinal or adult-use retail business. <br />(c) Consumption lounges must be on the same site as and physically contiguous <br />to a commercial cannabis retail business. <br />(d) Two (2) parking spaces per 1,000 square feet of gross building square footage <br />shall be provided for any building expansion constructed for a consumption <br />lounge. <br />Exhibit 1
