<br />City of Santa Ana - 59 - 2022 Annual Action Plan <br /> <br />AP-65 Homeless and Other Special Needs Activities – 91.220(i) <br />Introduction <br />The needs of individuals experiencing homelessness and persons with special needs are complex and <br />require a wide range of specialized services. Numerous agencies are typically involved in the care of <br />these individuals, providing distinct services such as housing, mental health counseling, employment <br />training, and case management services. A number of activities and services are funded to help the <br />needs of individuals experiencing homelessness and other special needs populations. Overall, these <br />services address the high priority of reducing homelessness and the threat of becoming homeless, as <br />well as providing necessary supportive services. <br />Describe the jurisdictions one-year goals and actions for reducing and ending homelessness <br />including reaching out to homeless persons (especially unsheltered persons) and assessing their <br />individual needs <br />Reaching out to homeless persons (especially unsheltered persons) and assessing their <br />individual needs <br />Through this Action Plan, the City of Santa Ana will continue to prioritize support and assistance to <br />homeless persons and those at imminent risk of becoming homeless. Through HUD and non-HUD <br />resources, the City will continue to: <br />1. Prioritize street outreach through Quality of Life Teams <br />2. Preserve existing and increase the supply of permanent supportive housing <br />3. Preserve existing and increase the supply of affordable housing <br />4. Provide housing services and assistance to special needs populations <br />5. Improve critical services to low-income and special needs populations <br />6. Coordinate services within the City as well as regionally in collaboration with the Continuum of <br />Care <br />7. Collaborate with all communities in Orange County to address homelessness with coordinated, <br />regional approaches <br />Addressing the emergency shelter and transitional housing needs of homeless persons <br />The County of Orange operates a year-round emergency shelter in the Civic Center of Santa Ana that <br />provides safe sleep and emergency shelter for over 400 individuals each night, and food and supportive <br />services for over 600 individuals on a daily basis. The ESG funded HEART outreach team, City Net and <br />Illumination Foundation organizations provide outreach and engagement services in and around the <br />shelter as well as other locations in the City. The County also runs an emergency cold-weather shelter <br />EXHIBIT 1
