Adopt a resolution certifying Final Recirculated Program Environmental Impact Report <br />No. 2020-03 (SCH No. 2020029087), including adoption of environmental findings of <br />fact pursuant to the California Environmental Quality Act, adoption of a Statement of <br />Overriding Considerations, and adoption of a Mitigation Monitoring and Reporting <br />Program. <br />2. Adopt a resolution approving General Plan Amendment No. 2020-06. <br />3. Adopt a resolution of findings to overrule the John Wayne Airport Orange County <br />Airport Land Use Commission’s determination that the Proposed General Plan Update <br />is inconsistent with the Airport Environs Land Use Plan. <br />BACKGROUND <br />On February 15, 2022, the City Council considered the adoption of the City of Santa Ana <br />General Plan Update. While the City Council did not reach a final decision during the <br />meeting, the City Council discussed and commented on the draft document as well as <br />the proposed policies and implementation actions. The City Council also encouraged the <br />public to submit written comments to the City. In summary, staff documented over 150 <br />comments received from local environmental justice (EJ) stakeholders and from the <br />various City Councilmembers regarding the draft General Plan Update after the February <br />15, 2022 City Council meeting. Exhibit 1 is a catalog of the documented comments with <br />a City response to each. <br />After reviewing and responding to the comments, staff met on several occasions with the <br />EJ stakeholders (MPNA, OCEJ, Rise Up Willowick, THRIVE Santa Ana, UCI) to provide <br />the opportunity for follow-up clarifications and where appropriate, discussed further <br />refinements of the draft policies and implementation actions related to the various <br />environmental justice topics.
