Santa Ana General Plan Update <br />CEQA Findings of Fact and Statement <br />Of Overriding Considerations -44- October 2021 <br />Impact 5.2-5: Development and operation of land uses accommodated by the General Plan <br />Update could generate emissions that exceed the localized significance <br />thresholds and expose sensitive receptors to substantial concentrations of <br />criteria air pollutants. <br />Support for this environmental impact conclusion is fully discussed in Section 5.2, Air Quality, <br />starting on page 5.2-53 of the Updated Draft PEIR. <br />Because existing sensitive receptors may be close to project-related construction activities and <br />large emitters of on-site operation-related criteria air pollutant emissions, construction and <br />operation emissions generated by individual development projects have the potential to exceed <br />South Coast AQMD’s Local Significance Thresholds (LSTs). Mitigation Measures AQ-1 and AQ-2 <br />would reduce the regional construction and operation emissions associated with buildout of the <br />GPU and therefore also result in a reduction of localized construction- and operation-related <br />criteria air pollutant emissions, to the extent feasible. However, even with the implementation of <br />these mitigation measures, Impact 5.2-5 would remain significant and unavoidable. <br />Mitigation Measures <br />Mitigation Measures AQ-1 and AQ-2 would also be applicable in reducing construction- and <br />operation-related LST impacts. <br />Finding <br />Finding 3. Changes or alterations have been required in, or incorporated into, the GPU that avoid <br />or substantially lessen the significant environmental effect as identified in the PEIR. These <br />changes are identified in the form of the mitigation measures above. The City of Santa Ana hereby <br />finds that implementation of the mitigation measures is feasible, and the measures are therefore <br />adopted. <br />The City finds that there are no other mitigation measures that are feasible, taking into <br />consideration specific economic, legal, social, technological or other factors, that would mitigate <br />this impact to a less-than-significant level, and further, that specific economic, legal, social, <br />technological, or other considerations, including considerations for the provision of employment <br />opportunities for highly trained workers, make infeasible the alternatives identified in the PEIR, as <br />discussed in Section G of these Findings (Public Resources Code §§ 21081(a)(1), (3); Guidelines <br />§§ 15091(a)(1), (3)). As described in the Statement of Overriding Considerations, the City has <br />determined that this impact is acceptable because specific overriding economic, legal, social, <br />technological, or other benefits, including regionwide or statewide environmental benefits, of the <br />GPU outweigh its significant effects on the environment. <br />
