Ordinance No. NS-XXX <br />Page 2 of 4 <br />WHEREAS, the City held eleven (11) Public Hearings on the following dates: <br />October 5, 2021, October 19, 2021, November 2, 2021, November 15, 2021, December <br />6, 2021, January 18, 2022, February 1, 2022, February 16, 2022, March 7, 2022, March <br />11, 2022, and April 5, 2022. At each of the Public Hearings, the Santa Ana City Council <br />conducted a duly noticed public hearing to receive public input regarding the redistricting <br />process, communities of interest, and/or the draft maps. During the Public Hearings, <br />public comment was received in person, in writing, and virtually in real time; and <br />WHEREAS, the City held six (6) public workshops in person and virtually on the <br />following dates: September 25, 2021, October 7, 2021, October 9, 2021, October 23, <br />2021, October 29, 2021, and October 30, 2021; and <br />WHEREAS, the Clerk of Council attended six (6) additional community meetings; <br />and <br />WHEREAS, the Clerk of Council retained a demography expert, Redistricting <br />Partners to assist with the redistricting process; and <br />WHEREAS, throughout the redistricting process the City has maintained a detailed <br />redistricting website as required by the Fair Maps Act : https://www.santa- <br />ana.org/cc/redistricting; and <br />WHEREAS, the City has provided notices and other materia ls to the public in <br />English, Spanish, Vietnamese, Chinese, and Korean; and <br />WHEREAS, the City made available to the public an online mapping tool to permit <br />the public to submit draft maps and which the public utilized during the redistricting <br />process; and <br />WHEREAS, the Santa Ana City Council has considered all public comments on <br />the proposed Council ward boundary changes including maps drawn by the public and <br />submitted through the City’s mapping program on the City redistricting website; and <br />WHEREAS, Santa Ana City Charter § 101.2 provides that an ordinance adjusting <br />ward boundaries must be approved by a 2/3 affirmative vote requirement and be adopted <br />no later than 120 days before an election in order to be effective for that election; and <br />WHEREAS, the Santa Ana City Council believes that the wards contained in the <br />proposed draft map N2 (“Recommended Map”) attached as Exhibit “A” hereto and <br />incorporated herein by reference, would best serve the interests of the City and the <br />residents of the City of Santa Ana; and <br />WHEREAS, the Recommended Map has been posted on the City’s website in <br />compliance with the Fair Maps Act; and <br />WHEREAS, the populations set forth in the wards of the Recommended Map are <br />substantially equal in population and in compliance with all other legal requirements of <br />the Fair Maps Act, United States Constitution, California Constitution, and the Federal <br />Voting Rights Act.
