Fairview Bridge Replacement and Street Improvements: Relocation Plan <br />1 <br />Introduction <br />The City of Santa Ana (City) proposed the Fairview Bridge Replacement and Street <br />Improvements (9th Street to 16th Street) Project (Project), a street improvement project <br />located in the northwestern portion of Santa Ana, from 9th Street to 16th Street, in the City of <br />Santa Ana, in Orange County, California. <br /> <br />The Project safety improvement will require the full acquisition of one (1) property and partial <br />acquisition of two (2) properties resulting in the permanent displacement of one (1) <br />residential duplex with 2 units. <br /> <br />Funding for the Project comes from a combination of federal funds, OCTA Measure M2 <br />Funds and local funds. The City has retained Monument Inc. to prepare the Relocation Plan <br />(Plan) in connection with the commencement of the right of way acquisition and relocation <br />activities. Monument Inc., an experienced acquisition and relocation firm, has been selected <br />to prepare this Relocation Plan, and will provide all subsequently required relocation <br />assistance in association with any permanently displaced households occupants. In <br />compliance with statutory requirements, the Relocation Plan has been prepared to evaluate <br />the present circumstances and replacement housing requirements of Project tenants. This <br />Relocation Plan conforms with Federal law, 42 U.S.C. 4601 et seq., Federal Uniform <br />Relocation Assistance and Real Property Acquisition Policies Act of 1970 (URA), as <br />amended, and implements regulations found in 49 CFR Part 24, and applicable state laws <br />and regulations found in the California Government Code Section 7260, et seq. and the <br />California Code of Regulations, Title 25, Division 1, Chapter 6, Subchapter 1 (Guidelines); <br />and the City’s adopted right-of-way policies and procedures. <br /> <br />The Plan is organized in five sections: <br /> <br />1. The regional and specific location of the Project (SECTION I); <br />2. An assessment of the relocation needs of those persons subject to displacement as <br />a result of the Project (SECTION II); <br />3. An assessment of available residential replacement sites within the Santa Ana and <br />surrounding areas (SECTION III); <br />4. A review of the relocation assistance program to be offered to the displaced <br />residential occupants (SECTION IV); and <br />5. Necessary administrative provisions (SECTION V). <br />
