Community Development Agency <br />santa-ana.org/cd <br />Item # 20 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />March 15, 2022 <br />TOPIC: Orange County Social Services Agency Vocational Training and Work <br />Experience Services Program <br />AGENDA TITLE: <br />County of Orange Social Services Agency (SSA) Vocational Training and Work <br />Experience Program (Non-General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement awarding $2,516,892 to the City of <br />Santa Ana’s Santa Ana WORK Center from the County of Orange Social Services Agency <br />for vocational training and work experience activities, effective July 1, 2022 through June <br />30, 2025, subject to non-substantive changes approved by the City Manager and City <br />Attorney. <br />DISCUSSION <br />The County of Orange Social Services Agency administers a CalWORKs Welfare to Work <br />(WTW) Program designed to provide case management, job services, job training, and <br />supportive services to assist CalWORKs recipients to overcome barriers and obtain or <br />maintain stable employment. The goal of the program is for the participating individuals <br />to achieve economic self-sufficiency. <br />The City of Santa Ana WORK Center has collaborated with the County of Orange Social <br />Services Agency for over 20 years to provide employment and training services. The <br />previous contract awarded for fiscal years 2020-21 through 2021-22 resulted in over 200 <br />Welfare-to-Work participants enrolled into either vocational training or work experience <br />programs. Participants have achieved certificates in various types of training including <br />medical assistants, accounting clerks and medical billing. Over 65 percent of enrollees <br />have obtained employment. <br />The City of Santa Ana WORK Center was awarded a $2,516,892 contract to continue to <br />provide vocational training and work experience activities to CalWORKs WTW <br />participants. Under this contract, staff will also provide case management, employability <br />skills training, worksite development and job placement services. The program will serve <br />100 participants per year from July 1, 2022 through June 30, 2025.
