Building Forward: Library Infrastructure Grant Resolution <br />March 15, 2022 <br />Page 2 <br />2 <br />4 <br />8 <br />4 <br />The grant request would focus on critical maintenance and public safety projects, such <br />as the following: <br />Replacement of fire detection, alarm, and sprinkler systems <br />Restoration of a crumbling marble façade <br />Restoration of windows <br />ADA improvements, including restrooms, elevators, and stairwells <br />Replacement of an antiquated HVAC system <br />Replacement/upgrade of electrical and plumbing systems <br />The grant prioritizes funding for local libraries in high-poverty areas. While a dollar-for- <br />dollar match is required, applicants may request a reduction of the match based upon <br />their Local Operating Income Per Capital (LIPC) level. The City of Santa Ana’s LIPC level <br />is $15 or less, which qualifies the City for the potential elimination of the entire match <br />requirement. <br />The City’s LIPC level as well as the overall project timeframe help add to the City’s <br />competitive advantage. The Library and Public Works have already completed the public <br />bidding process for architectural and engineering services for the overall Main Library <br />Transformation Project. An agreement with the selected firm will be brought to the Council <br />for approval in the coming weeks. <br />Currently, the tentative project timeline is as follows: <br />Award Design Contract – March 2022 <br />Complete Design/Construction Documents – January 2023 <br />Public Bidding for Construction Services – February 2023 <br />Award Construction Contract – May 2023 <br />Complete Construction – May 2025 <br />Grant Closeout – August 2025 <br />If awarded, grant funds must be fully expended by March 31, 2026. The tentative schedule <br />meets the deadline and allows cushion for any unexpected occurrences. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. If awarded the grant, staff will return <br />to the City Council for approval of the grant agreement and to recognize and appropriate <br />the grant funds. <br />EXHIBIT(S) <br />1.
