Ordinance No. NS-XXX <br />Page 11 of 42 <br /> <br />separated green container organic wastes and/or source separated brown container <br />organic waste to be placed in the city’s green container, brown container, and/or blue <br />container; and, (v) excluded waste placed in any container. <br /> Recovered organic waste products shall mean products made from California, <br />landfill-diverted recovered organic waste processed in a permitted or otherwise <br />authorized facility, or as otherwise defined in 14 CCR Section 18982(a)(60). <br /> Recycled-content paper shall mean paper products and printing and writing paper <br />that consists of at least 30 percent, by fiber weight, postconsumer fiber, or as otherwise <br />defined in 14 CCR Section 18982(a)(61). <br /> Recycling means collecting, sorting, cleansing, treating, processing and <br />reconstituting recyclable solid wastes for the purpose of reuse. Recycling includes <br />processes deemed to constitute a reduction of landfill disposal pursuant to Title 14 CCR, <br />Division 7, Chapter 12, Article 2. Recycling does not include gasification or transformation <br />as defined in Public Resources Code Section 40201. <br /> Remote monitoring shall mean the use of the internet of things (IoT) and/or <br />wireless electronic devices to visualize the contents of blue containers, green containers, <br />brown containers, and/or gray containers for purposes of identifying the quantity of <br />materials in containers (level of fill) and/or presence of prohibited container contaminants. <br /> <br /> Residential bin service shall mean bin service which is provided by the city's solid <br />waste collection contractor to any and all residential users which request or require such <br />services. <br /> Responsible party shall mean the owner, property manager, tenant, lessee, <br />occupant, or other designee that subscribes to and pays for discarded materials collection <br />services from the city’s solid waste collection contractor for a premises in the city, or, if <br />there is no such subscriber, the owner or property manager of a single-family premises, <br />multifamily premises, or commercial premises. In instances of dispute or uncertainty <br />regarding who is the responsible party for a premises, responsible party shall mean the <br />owner of a single-family premises, multifamily premises, or commercial premises. <br /> Restaurant shall mean an establishment primarily engaged in the retail sale of food <br />and drinks for on-premises or immediate consumption, or as otherwise defined in 14 CCR <br />Section 18982(a)(64). <br /> <br /> Roll-off service shall mean solid waste collection from transportable containers of <br />ten (10) cubic yards or larger which are dropped off at residence, commercial or industrial <br />establishments and later removed for collection of contents of said container. Roll-off <br />service includes compactors which may be used with roll-off containers. <br /> Route review shall mean a visual inspection of containers along a hauler route for <br />the purpose of determining container contamination and may include mechanical <br />inspection methods such as the use of cameras, or as otherwise defined in 14 CCR <br />Section 18982(a)(65). <br />SB 1383 shall mean Senate Bill 1383 of 2016 approved by the Governor on <br />September 19, 2016, which added Sections 39730.5, 39730.6, 39730.7, and 39730.8 to
