Ordinance No. NS-XXX <br />Page 18 of 42 <br /> <br />the agreement of owners and occupants for the use of the private streets, including a <br />reasonable fee for special services. <br /> <br /> (f) Single-family premises with less than three (3) dwelling units shall subscribe <br />to cart service. Multifamily residential premises with three (3) or more dwelling units on a <br />single parcel shall subscribe to bin service. These requirements may be waived for <br />residential buildings by the executive director. <br /> Sec. 16-31.5. - Single-family SB 1383 requirements. <br /> Single-family organic waste generators with less than 5 dwelling units shall comply <br />with the following requirements: <br /> (a) Subscribe to and pay for the solid waste collection contractor’s three- <br />container system collection services for weekly collection of non-recyclable gray container <br />waste, source separated blue container recyclable materials, and source-separated <br />green container organic materials generated by the single-family premises and comply <br />with requirements of those services as described in this section. <br /> (b) Participate in the solid waste collection contractor’s three-container system <br />(gray container, blue container, and green container) service(s) in the manner described <br />below. <br /> (1) Place source separated green container organic waste in the green <br />container; source separated recyclable materials in the blue container; and solid waste in <br />the gray container. <br /> (2) Not place prohibited container contaminants in collection containers <br />and not place materials designated for the green container or blue containers in the gray <br />container. <br /> (c) The executive director shall have the right to review the number and size of <br />a generator’s carts to evaluate adequacy of capacity provided for each type of collection <br />service for proper separation of materials and containment of materials; and single-family <br />generators shall adjust their service level for collection services as requested by the <br />executive director. <br /> (d) Nothing in this section prohibits a responsible party or generator of a single- <br />family premises from preventing or reducing discarded materials generation, managing <br />organic waste on site, and/or using a community composting site pursuant to 14 CCR <br />Section 18984.9(c). <br /> Sec. 16-32. - Unlawful accumulations. <br /> <br /> (a) No person shall allow discarded materials to accumulate upon the premises <br />under his or her control in an amount which is detrimental to the public health or safety or
