Police Department <br />www.santa-ana.org/pd <br />Item # 14 <br />or City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />March 1, 2022 <br />TOPIC: Agreement with California Forensic Phlebotomy for Blood Technician Services <br />AGENDA TITLE: <br />Approve a Three-year Agreement with California Forensic Phlebotomy in the Amount of <br />$163,767 for Blood Technician Services (General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute a three-year agreement with California Forensic <br />Phlebotomy, Inc., for the period of March 5, 2022 through March 4, 2025, to perform blood <br />technician services, in an annual amount not to exceed $49,589, for a total amount not to <br />exceed $163,767 (including a $15,000 contingency), subject to non -substantive changes <br />approved by the City Manager and City Attorney. <br />DISCUSSION <br />California Forensics Phlebotomy, Inc. (CFP) is the current provider for blood and breath <br />technician services for all Orange County law enforcement agencies. These technicians <br />are responsible for drawing blood in a medically -approved manner, retaining these items <br />through an evidentiary -approved process and relinquishing them to the Orange County <br />Crime Lab for analysis. The Santa Ana Police Department calls on CFP to take blood <br />samples from individuals that have been involved in incidents where drugs and/or alcohol <br />are suspected. <br />The Santa Ana Police Department has utilized CFP since 1992 and has confirmed it <br />remains the sole contracted provider for this service in Orange County. CFP is used solely <br />by County Agencies, County Contracted Cities, and every incorporated city within Orange <br />County. CFP is the only company in Orange County where employees remain on -call at <br />all times, seven days per week, 24 hours per day, 365 days a year to conduct blood draws <br />as requested. This allows CFP to respond to requests for service within 45 minutes. CFP <br />has extensive experience in the policies and procedures of the Orange County Sheriff's <br />Department Forensic Sciences Lab, where all blood samples are processed and <br />examined. In addition, CFP employees are required to complete an extensive background <br />check and have access to secured areas. <br />
