Parks, Recreation, and Community Services <br />www.santa-ana.org/parks <br />Item # 15 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />March 1, 2022 <br />TOPIC: Parks, Facilities, Trails, and Open Space Master Plan Consultant <br />AGENDA TITLE: <br />Agreement Amendment with MIG to Amend the Scope of Work and Increase the <br />Compensation for a Parks, Facilities, Trails, and Open Space Master Plan (General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an amendment to the agreement with MIG to <br />amend the scope of work to prepare a Parks, Facilities, Trails, and Open Space Master <br />Plan and increase the compensation by $44,970 for a total amount not to exceed <br />$205,570, subject to non-substantive changes approved by the City Manager and City <br />Attorney. <br />DISCUSSION <br />On December 1, 2020, the City Council approved an agreement with MIG (Consultant) to <br />prepare a Parks, Facilities, Trails and Open Space Master Plan (Parks Master Plan) for <br />the period of December 1, 2020 through December 31, 2021, with an option to extend an <br />additional six months. Despite the constraints of working during the pandemic, the <br />Consultant diligently worked with City staff towards completing tasks identified in the <br />scope of work. During this process, City staff exercised the option to extend the contract <br />for an additional six months. At this time, staff is requesting an amendment to the scope <br />of work and additional funding to complete the Master Plan process. <br />The nature of changes include the following: <br />New tasks added by the City, including a consolidated outreach summary <br />(including General Plan Findings), park design and development guidelines, <br />residential impact fee/funding approach, and terms (Glossary). <br />Greater detail added by the City for additional maps/information, more extensive <br />revisions, preparation of Recreation Element of the General Plan, increased <br />involvement of PRCSA Commission in plan review, extension of the project <br />timelines, and continued General Plan coordination. <br />The Parks Master Plan will be completed on time and presented to the City Council for <br />approval at the May 17, 2022 City Council meeting.
