Smith House <br />RECOMMENDED ACTION <br />1. Adopt a resolution approving Historic Resources Commission Application No. 2021- <br />24 and Historic Register Categorization No. 2021-23 (Exhibit 1). <br />2. Recommend that the City Council authorize the City Manager and Clerk of the <br />Council to execute the attached Mills Act agreement with Deanna Kashani and Behzad <br />Samavati, subject to non-substantive changes approved by the City Manager and City <br />Attorney (Exhibit 2). <br />EXECUTIVE SUMMARY <br />Deanna Kashani and Behzad Samavati are requesting approval to designate an <br />existing residence located at 2397 North Flower Street to the Santa Ana Register of <br />Historical Properties, as well as approval to execute a Mills Act agreement with the City <br />of Santa Ana. <br />DISCUSSION <br />Project Location and Site Description <br />The subject property is located on the east side of North Flower Street in the Floral Park <br />neighborhood. The site contains a 1,423-square-foot, Tudor Revival style residence and <br />detached garage on a 6,000-square-foot residential lot (Exhibit 3). <br />Analysis of the Issues <br />Historical Listing <br />In March 1999, the City Council approved Ordinance No. NS-2363 establishing the <br />Historic Resources Commission and the Santa Ana Register of Historical Properties. <br />The Historic Resources Commission may, by resolution and at a noticed public hearing, <br />designate as a historical property any building or part thereof, object, structure, or site <br />Historic Resources Commission 5 –1 11/4/2021 <br />Exhibit 8
