Public Works Agency <br />www.santa-ana.org/pw <br />Item # 17 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />February 15, 2022 <br />TOPIC: On -Call Transportation and Traffic Engineering Services <br />AGENDA TITLE <br />Approve Agreements with Iteris, Inc., Fehr and Peers, and IBI Group, to Provide <br />Transportation and Traffic Engineering Services for up to a Three-year, Four -Month Term <br />in an Aggregate Amount not to Exceed $1,000,000 (Non -General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute agreements with Iteris, Inc, Fehr and Peers, and <br />IBI Group, to provide transportation and traffic engineering services for a three-year, four <br />month term beginning February 15, 2022 and expiring June 25, 2025, with a provision for <br />two, one-year extensions exercisable by the City Manager and the City Attorney, in a total <br />shared aggregate amount not to exceed $1,000,000, subject to non -substantive changes <br />approved by the City Manager and City Attorney. <br />DISCUSSION <br />On November 2, 2021, the Public Works Agency issued a Request for Proposals (RFP) <br />for contractors to provide on -call transportation and traffic engineering services. The <br />selected contractor(s) will supplement City staff by assisting with general transportation <br />and traffic engineering projects. The projects may include any of the following: sidewalks, <br />bike paths, signing, striping, neighborhood traffic studies, traffic signal modifications, <br />grant application writing, bikeway planning, Traffic Signal Master Plan, Street Light Master <br />Plan, SIB 743 compliance, traffic study, and other related projects as required. <br />The RFP was advertised on the City's online bid management and publication system, <br />with bids due on November 30, 2021 (Exhibit 1). Fifteen consultants submitted proposals. <br />The proposals were reviewed by a three -member committee composed of Public Works <br />Agency staff. RFPs were rated based on experience, qualifications, project <br />understanding, scheduling, past performance, and the overall proposal. Staff <br />recommends awarding agreements to the top three responding contractors listed below <br />(Exhibit 2-4). <br />
