He has over 11 years of <br />experience working in the field of transportation engineering. His expertise <br />includes traffic operations analyses, transportation impact analyses, traffic <br />microsimulations, parking management planning, rail planning, complex <br />spreadsheet and dataset analyses, cost estimation, and benefit -cost <br />analyses. Mr. Huynh's software experience includes VISSIM, Synchro, <br />SimTraffic, Traffix, ArcGIS, HCS, Adobe Creative Suite, Microsoft Office, and <br />AutoCAD. <br />' Ted has memorized all of the interstates in the Country and <br />• where they start and end. <br />Project Experience <br />US-1ol High Occupancy Vehicle (HOV) / Project Approval and <br />Environmental Document (PA&ED) — Ventura County Transportation <br />Commission (VCTC), Ventura County, CA <br />Mr. Huynh serves as Project Engineer responsible for intersection operations <br />analysis and future alternatives forecast volumes. In addition to modeling and <br />forecasting, Iteris was responsible for providing post -processed travel model <br />outputs (including turning movements) for over 140 intersections along the <br />20+ mile corridor between SR-23 and SR-33 in Ventura County. The project <br />began in June 2018, is ongoing, and is expected to be completed in June 2023. <br />Santa Ynez Valley Traffic Circulation and Safety Study (Santa Barbara <br />County Association of Governments (SBCAG) — Santa Ynez Valley, CA <br />Mr. Huynh served as Task Lead responsible for developing a hybrid <br />mesoscopic/microscopic VISSIM simulation model to assess traffic needs and <br />impacts. Iteris is currently preparing a traffic and safety study of the Santa Ynez <br />Valley within Santa Barbara County. The work effort includes three phases: 1) <br />initial outreach and data collection, 2) simulation model development, 3) <br />improvement alternatives evaluation. Iteris is working with SBCAG to form a <br />Technical Advisory Committee for the project, consisting of local agency <br />representatives. A VISSIM model including intersection -level traffic volumes <br />and signal timing will be prepared for the study area, in order to evaluate <br />traffic operations. In addition, a study area bus tour will be arranged with <br />elected officials and committee members to identify system inefficiencies, <br />safety issues, and potential improvement recommendations. The <br />project began December 2018 and completed in June 2020. <br />Artesia Blvd. Arterial Improvements from Western Ave to Vermont Ave — <br />City of Gardena, CA <br />Institute of Transportation <br />Mr. Huynh served as Project Engineer responsible for preparing a <br />Engineers (ITE) Southern <br />traffic study documenting traffic operations, especially existing queuing and <br />California <br />delay issues affecting the corridor. Iteris provided traffic operations and <br />Orange County Traffic Engineers <br />planning services to the City of Gardena regarding updating and evaluating <br />Council (OCTEC) <br />potential operational improvements that could be implemented along the <br />Artesia Boulevard corridor in the City, which is a heavily -travelled corridor <br />connecting several major regional freeways.
