November 30, 2021 <br />Azadeh Azad <br />City of Santa Ana <br />Public Works Agency <br />20 Civic Center Plaza, M-43 <br />Santa Ana, CA 92701 <br />Subject: RFP NO.: 21-125 - On -Call Transportation <br />and Traffic Engineering Services <br />Dear Ms. Azad: <br />Fehr & Peers is distinctly suited for the services <br />requested in the request for proposals, as we <br />specialize in Traffic Engineering Design, Traffic <br />Modeling and Transportation Impact Studies, and <br />have been serving as on -call consultants to the City <br />for several years. It has been a privilege to serve as <br />experts when the City has called, whether it be for <br />traffic study peer review, focused traffic engineering <br />memorandums, or lighting design training. We look <br />forward to the opportunity to continue this role with <br />the City. <br />Fehr & Peers has consistently demonstrated our <br />expertise in transportation engineering. Recently <br />we assisted the City through California Senate Bill <br />743 Implementation and helped the City transition <br />their Traffic Impact Study Guidelines from Level <br />of Service (LOS) to Vehicle Miles Traveled (VMT). <br />Fehr & Peers are renowned experts in traffic <br />modeling and traffic forecasting, specifically with <br />the County of Orange's travel demand forecasting <br />model (OCTAM), having worked closely with OCTA <br />on modal development and the VMT estimation tool. <br />We also have a history of traffic engineering design <br />in the City, having worked on the Standard Avenue <br />Bike Lanes design, 5th Street Protected Bike Lanes <br />design, and safe routes to school projects. <br />Fehr & Peers offers an array of transportation <br />planning and engineering specialists that are adept <br />to handle the unique challenges Santa Ana faces. I <br />will serve as the Principal -in -Charge and key contact <br />person but will utilize the best staff at our disposal <br />to successfully complete tasks identified by the City. <br />We have reviewed the City's terms and conditions, <br />RFP NO.: 21-125 <br />and request the ability to work with the City on how <br />the indemnification requirements relate to 3rd party <br />entities who are not yet identified.
