UNDERSTANDING OF NEED <br />Project Understanding <br />The City has requested qualifications to provide professional <br />Transportation/Traffic Engineering consulting services on an on -call <br />basis. The following work plan focuses on Iteris' core areas of expertise <br />— Transportation Planning and Traffic Engineering. The City will require <br />the expertise of skilled transportation engineering professionals best <br />suited to successfully complete a variety of projects. <br />Iteris team members possess the required expertise and <br />availability to achieve success for the City. <br />For each task order received, Iteris will conduct kickoff and meetings <br />with the City staff and other stakeholders that have jurisdiction in the <br />0 <br />proposed project area to determine needs and requirements. Iteris will <br />submit the minutes from each meeting to City. <br />Iteris has <br />Analysis methodology parameters will, at the discretion of the City, demonstrable and <br />conform to the most current version of the City's Standards, Highway relevant timing <br />Capacity Manual (HCM), Institute of Transportation Engineers (ITE) experience in <br />Trip and Parking Generation Manuals, the Federal Highway consensus building <br />Administration (FHWA) Manual of Uniform Traffic Control Devices <br />(MUTCD), and the Caltrans MUTCD California Supplement. Other among multiple <br />local agency standards, where applicable, the America Public Works interrelated project <br />Association Standard Plans for Public Works Construction, Caltrans jurisdictions spanning <br />Standard Plans and Standard Specifications, and "A Policy on 20+ years. <br />Geometric Design of Highways and Streets (AASHTO) will also be <br />referenced when appropriate. Analyses will be conducted in <br />accordance with City guidelines. Where required, the HCM and/ Intersection Capacity Utilization <br />(ICU) methodologies will be used for conducting level of service (LOS) analyses to determine if the <br />operation of a roadway segment or intersection is acceptable in accordance with the City's Traffic <br />Impact Analysis Guidelines. Under the City of Santa Ana's guidelines (which may include LOS <br />policy from the General Plan Circulation Element and the Orange County Congestion Management <br />Plan (CMP) Guidelines, the LOS is calculated using ICU, but may utilize the HCM particularly where <br />high pedestrian traffic exists. <br />Santa Ana, On -Call Transportation & Traffic Engineering Services (RFP No. 21-125) Iteris, Inc. 14 <br />
