Master Plan Preparation <br />The objectives of the Traffic and Street Light Master Plans are to develop a multi -step process to <br />implement upgrades to the existing TMC, develop solutions and strategies for upgrading the City's <br />traffic signal/street light system, and developing a plan for improved citywide communications to all <br />signalized intersections. The master plans will leverage the existing traffic signal/street light system <br />and infrastructure to the greatest extent possible to create a plan for improved inter -jurisdictional <br />coordination. <br />In adherence with the systems engineering process, Iteris will <br />prepare the draft and final Master Plans, based on the details <br />of the proceeding deliverables prepared in the previous sub - <br />tasks, including client comments. Details from the Technical <br />Memoranda prepared in the previous tasks will collectively be <br />compiled to create the Traffic Signal and Street Light Master <br />Plans. The Master Plans will detail the phased deployment of <br />the recommended infrastructure solutions including an <br />improved traffic signal communications system, traffic signal <br />system upgrades and other traffic management and ITS <br />strategies as appropriate. A key element of this task will be to <br />create a prioritized ranking of the recommended projects <br />based upon needs, project cost, and availability of existing <br />infrastructure, level of service goals, project duration and <br />schedule. This document will discuss design alternatives as <br />well as staging techniques to allow the City to achieve its final <br />goal — deployment of a comprehensive citywide traffic <br />signal/street light system that also serves to support citywide <br />communications. The Plan will include the following elements: <br />• Prioritized listing of projects <br />• Utilize the existing and planned infrastructure to the extent possible <br />• Cost estimates associated with each project <br />• Schedule and Critical Path for the deployment of the projects <br />• Summary matrix of projects by priority and implementation schedule <br />• Capital improvements and associated costs <br />• Operations, maintenance and life -cycle costs <br />• Interagency coordination issues (Intertie, coordinated operations, etc.) <br />• Multi -jurisdictional coordination issues <br />• Detail roles and responsibilities of the various stakeholders for the corresponding projects <br />• Identify applicable standards <br />The Master Plans will identify the needs and readiness to integrate with certain technological <br />advancements such as connected/automated vehicles. Iteris has, in the past, contract with the United <br />States DOT to help develop and implement the design architecture of connected vehicles for future <br />connectivity. Connected/automated vehicles apply new communication capabilities, new data <br />sources, and security to the ITS environment. The Master Plan will detail out the future of the City's <br />ITS network with ability to expand as connected vehicles become more commonplace in the market. <br />The Master Plans will also detail a series of projects to deploy solutions that will include expansion <br />of the existing communications network and additional field devices. The corresponding systems <br />will likely require coordination between City Departments for the operations and maintenance <br />(O&M) of the system.
