PAUL M. FRISLIE, PE, IMSA <br />Traffic Engineering Task Lead <br />Golden lantern from paseo Escuela to Paseo de la <br />Colinas. The project began in August 2015 and will <br />be completed in December 2018. 0&M began in July <br />2016 and will be completed in December 2019. <br />1-405 Design -Build Improvement Project, Orange <br />County Transportation Authority (OCTA) — Orange <br />County, CA <br />Mr. Frislie is serving as TMS Engineer for Iteris, <br />acting as a subconsultant of a multidisciplinary <br />design and construction team, on this $1.2 billion <br />dollar design -build project in Orange County <br />California. The project will improve 16 miles of 1-405 <br />between SR-73 in Costa Mesa and the 1-605 near the <br />Los Angeles County line. The project includes adding <br />one regular lane in each direction from Euclid St to I- <br />605, making improvements to freeway entrances, <br />exits and bridges, and will also implement Express <br />Lanes that expands the existing HOV lane from one <br />lane to two lanes in each direction from SR-73 to I- <br />605. Iteris is responsible for design of the Caltrans <br />ITS field infrastructure, temporary ITS field <br />infrastructure supporting maintenance of traffic <br />during construction, toll system infrastructure and <br />coordination, street lighting, agency traffic signal <br />improvements along the corridor and development <br />of the project Traffic Management Plan (TMP). Mr. <br />Frislie is responsible for the planning, design, and <br />deployment of the TMP. The project began in <br />February 2017 and is ongoing. <br />Bayside Drive Intersection Improvement Project — <br />Newport Beach, CA <br />Mr. Frislie serves as Iteris Project Manager as part of <br />a multidisciplinary team and responsible for leading <br />the visual inspection and field inventory of traffic <br />signal poles, overhead sigh poles and equipment; <br />and plans for all intersection improvements at 1) <br />Bayside Drive/Jamboree Road -Marine Avenue and <br />Pacific Coast Highway, and 2) Jamboree Road/Pacific <br />Coast Highway and Bayside Drive. The project began <br />in August 2017 and was completed in June 2019. <br />Bristol Street Traffic Signal Synchronization (TSS) <br />Project — Orange County Transportation Authority <br />(OCTA) and Cities of Costa Mesa, Newport Beach, <br />and Santa Ana, CA <br />Mr. Frislie served as System Construction Task Lead <br />for the Bristol TSS project to provide operations and <br />infrastructure improvements at 45 intersections <br />along an 8-mile segment for Bristol Street. Iteris <br />iteris <br />designed and constructed traffic signal equipment <br />and infrastructure upgrades, including Ethernet - <br />over -copper and fiber optic communications, traffic <br />signal controllers, traffic signal cabinets, signal <br />modification, Closed -Circuit Television (CCTV) <br />cameras, EVP equipment, Bluetooth, loop detection, <br />and additional TMC upgrades for Santa Ana and <br />Costa Mesa. All 45 intersections will be retimed with <br />AM, PM, mid -day and weekend traffic signal <br />coordination timing plans. The project began in June <br />2015 and will be completed in January 2021. <br />Newport/Balboa Boulevard Regional Traffic Signal <br />Synchronization Project — Cities of Costa Mesa and <br />Newport Beach, CA <br />Mr. Frislie serves as the QA/QC leader and Engineer of <br />Record to OCTA to provide turn -key traffic/ITS <br />improvements and traffic signal synchronization for <br />33 intersections along Newport/Balboa Boulevard <br />corridor from Bristol Street in Costa Mesa to Main <br />Street in Newport Beach. Iteris was responsible for <br />the design, procurement and construction of all the <br />infrastructure improvements, including Closed -Circuit <br />Television (CCTV) camera installation, new fiber optic <br />cables, controller, cabinet and service upgrades, EVP <br />systems, detections and miscellaneous Ethernet <br />switches. In addition to the traffic signal infrastructure <br />improvements, Iteris also developed signal <br />coordination plans. This project began in July 2014. <br />The design was completed in March 2015 with <br />construction commencing shortly after. Upon <br />completion of new timing implementation and fine- <br />tuning, Iteris provided O&M support for two years. <br />Dover Drive Improvements Project — Newport <br />Beach, CA <br />Mr. Frislie served as Project Manager to provide full <br />traffic engineering design services to the City of <br />Newport Beach for the Dover Drive and Westcliff <br />Drive Improvement Project. Iteris was responsible <br />for the signal modification design of four <br />intersections at Dover Dr/Cliff Dr, Dover Dr/16th St, <br />Dover Dr/Westcliff Dr and Dover Dr/Irvine Ave; <br />signal interconnect plan, and signing/striping plans. <br />Lighting analysis calculations were prepared for all <br />four signal locations to provide GE LED safety <br />luminaires. Iteris assisted in construction <br />management and support for any RFI's, submittals <br />and design revisions. The project began in January <br />2014 and completed construction in March 2016. <br />
