Attachment A - Joint Agreement for 800 MHz CCCS Page 30 of 83 <br />9.1 Lead Agency Contact Information................................................................................. 52 <br />9.2 Glossary — Definitions and Acronyms...........................................................................53 <br />1.0 INTRODUCTION <br />The 800 MHz Countywide Coordinated Communications System (CCCS) Standard Operating <br />Procedures (SOP) provides National Incident Management System (NIMS) compliant procedures <br />that are applicable to multi -agency, multi -discipline, all -hazard responses throughout the County <br />of Orange. This SOP ensures consistent protocols and formalizes the operation and usage of the <br />800 MHz Radio System (System). This SOP will be utilized by CCCS emergency response and <br />support personnel, communications operational and technical personnel, local/State/Federal <br />government representatives, non -governmental organizations, and other System users as <br />authorized by 800 MHz CCCS Governance Committee. <br />All System users shall comply with this SOP. <br />2.0 PURPOSE <br />The System is an 800 MHz trunked simulcast radio communications system designed to meet <br />the needs of Orange County law enforcement, fire, lifeguard and public works responders and <br />any other authorized users who are supporting these services. <br />This SOP addresses procedural and operational aspects of the System to include: <br />• Operational guidelines. <br />• Technology specifications and requirements. <br />• Usage guidelines. <br />• Training and exercises. <br />• Maintenance and repair. <br />2.1 Governance <br />The CCCS is governed by the 800 MHz CCCS Governance Committee which was established <br />November 23, 2004 and amended June 2, 2015, by the Orange County Board of Supervisors <br />and Parties to the Joint Agreement to facilitate the operation, maintenance and financial <br />management of the 800 MHz CCCS. The Governance Committee is comprised of nine members <br />including four City Managers, and designees from the County Executive Officer, Sheriff -Coroner, <br />Public Works Director, Orange County Chiefs' of Police & Sheriff's Association and Orange <br />County Fire Chiefs Association. The Governance Committee responsibilities include the <br />establishment and enforcement of these Standard Operating Procedures. <br />Additional information on the 800 MHz CCCS Governance Committee membership and <br />responsibilities are documented in the 800 MHz CCCS Governance Committee Bylaws. <br />
