Attachment A - Joint Agreement for 800 MHz CCCS <br />Page 35 of 83 <br />Planned maintenance work is being performed on the System that will impact <br />performance or System operations <br />Equipment malfunctions or failures that affect System performance or operation <br />Configuration changes in equipment or software by any user agency that may impact <br />operations of any other agency <br />4.3 Network Management <br />Purpose or Objective <br />Defines the responsibilities for network management. <br />Technical Background <br />The System is comprised of, but not limited to, channel banks, hubs, switches, routers, servers, <br />local area networks, and wide area network links connecting sites together. The network sites <br />are interconnected by usage of microwave radio equipment, fiber, Ethernet or telecom T1 <br />circuits. The radio network is monitored with network management tools provided by the <br />equipment manufacturers and/or other vendors. <br />The radio System architecture is primarily constructed around the APCO Project 25 standard. <br />The microwave system is composed of industry standard equipment, which also provides <br />flexibility and a large variety of management and diagnostic tools. <br />The System network is complex. Unusual problems may be difficult to identify and resolve. <br />System documentation shall be kept up to date or it will lose its value in supporting the System <br />network. <br />The System is protected from all other agency data networks to manage the security and <br />functionality of the System. If there is a connection to another data network, it shall be through <br />a manufacturer specified and configured firewall, and approved by the Lead Agency. <br />Operational Context <br />The components of the System are considered as "owned" by the Partnership with responsibility <br />for maintenance of the sites and equipment delegated to the Lead Agency by the authority of <br />the 800 MHz CCCS Governance Committee and the 800 MHz CCCS Joint Agreement. Any <br />required maintenance contractor agreements will be negotiated by the Lead Agency and <br />presented to the 800 MHz CCCS Governance Committee for approval. <br />The backbone of the System is structured on an integrated network. Any infrastructure <br />hardware and software upgrades or changes that may impact the System require reasonable <br />discussion, approval and oversight by the Lead Agency, and the 800 MHz CCCS Governance <br />Committee. <br />All maintenance work being scheduled that may affect System performance is preceded by <br />reasonable and appropriate notification to the user agencies. <br />
