Approve AA and CIP Amendment for Prop 68 UFP Flood Reduction Project <br />January 18, 2022 <br />Page 2 <br />2 <br />3 <br />6 <br />8 <br />stormwater. Not only will this project help reduce flooding in the Downtown, it will also <br />improve regional water self-reliance and have significant water quality benefits for the <br />Newport Bay watershed. <br />On May 4, 2021, the City Council adopted Resolution 2021-022, which authorized the <br />submittal of an application for grant funding from the Prop 68 UFP program and appointed <br />the Executive Director of the Public Works Agency to execute and submit all documents <br />and agreements for the project. On September 7, 2021, staff was notified the City was <br />awarded $3.8 million for design and construction of the project (Exhibit 1). <br />A stormwater project design consultant will be hired for design of the project. Design is <br />anticipated to be completed in fall 2022. Construction is anticipated to start in early 2023 <br />for completion in early 2024. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. The project design <br />consultant will assess the environmental impact of this project in compliance with the <br />California Environmental Quality Act (CEQA). <br />FISCAL IMPACT <br />Staff is requesting City Council approval of an appropriation adjustment to recognize the <br />Proposition 68 Urban Flood Protection (UFP) grant funding of $3.8 million from the <br />California Natural Resources Agency into the PWA Enterprise Capital Grants, State <br />Grant-Direct revenue account (No. 16417002-52025) and appropriate the same amount <br />into the CNRA Urban Flood Protection, Improvements Other Than Building expenditure <br />account (No. 16417644-66220). With the approval of the amendment to the FY 2021-22 <br />Capital Improvement Program, funds will be budgeted and available for expenditure in <br />FY 2021-22 (Exhibit 2).
