Proposer's best estimate of the projected revenue to City shall be submitted (along with the <br />completed three (3) tables presented above) concurrently with the technical proposal, but in a <br />separately sealed envelope, clearly labeled as "PROJECTED REVENUE". This shall include <br />the Proposer's best estimate of the revenue from advertising and the City's portion of that <br />revenue based on a 25% share of the advertisement projected revenue. <br />The bases and assumptions used to estimate the total revenue shall be presented as part of the <br />proposal. In addition, Proposer shall provide the recommended number and location of digital <br />billboards along the freeways as well as the number and location of digital banners within the <br />City. Similarly, the bases for the revenue from advertising at bus shelters shall be provided. <br />The proposal for the projected revenue to the City will be opened and reviewed following a <br />review of the proposal and independently of the rest of the proposal, and it will be weighted <br />per the percentage identified in SECTION I "General" above. <br />12. CERTIFICATIONS <br />The forms listed below and included in ATTACHMENT 4: CERTIFICATIONS in the <br />Appendix of this RFP, shall be signed and included as part of the proposal submittal package: <br />a. Non -Collusion Affidavit <br />b. Non -Lobbying Certification <br />c. Non -Discrimination Certification <br />V. PROPOSAL REVIEW (SELECTION OF PROPOSER) <br />A. EVALUATION AND RATING <br />Refer to SECTION I "GENERAL" above. <br />B. SELECTION <br />The committee may interview the top-ranking proposers. The City will recommend award of the <br />agreement to the Company that will provide the best quality and value to the City. City reserves <br />the right to begin negotiations and to enter into an agreement without interview or further <br />discussions. <br />VI. AWARD OF AGREEMENT <br />A. REQUEST FOR COUNCIL ACTION <br />Following evaluation and rating by the review committee, the Executive Director will recommend <br />award of an agreement to the proposer providing the best quality and value to the City. <br />B. EXECUTION OF AGREEMENT <br />A standard agreement is included as ATTACHMENT 5: in the Appendix of this RFP. "Proposer" <br />will hereinafter be referred to as "Company" in the standard agreement.
