CITY OF SANTA ANA <br />RFP NO.: 20-139 <br />DESIGN, CONSTRUCTION, MAINTENANCE AND MANAGEMENT <br />OF DIGITAL BILLBOARDS AND MANAGEMENT OF BUS SHELTERS AND STOPS <br />boards but shall also take into consideration environmental and esthetic impacts, assurance for the <br />adherence to City's requirements and compliance with all rules and regulations for electronic signs <br />adopted by the Federal Highway Administration, United States Department of Transportation and the <br />California Department of Transportation (Caltrans). <br />The Company will be responsible for the preparation of an Initial Study in association with the freeway <br />digital billboards and any subsequent environmental documentation, site selection, utility easements if <br />any, and any other encumbrance responsibilities. The City will determine the level of environmental <br />review required. The Company will be responsible for all costs associated with such review and <br />compliance, if any, including noticing costs, filing fees, staff costs, and consultant fees. <br />b. Specifications: <br />i. Current best available digital -billboard technologies are required, including but not <br />limited to the following: <br />• Remote diagnostic and maintenance capability <br />• "Amber Alert" capability <br />• Automatic brightness adjustment to ambient lighting conditions <br />• UL and IEC approved <br />• Color calibration to ensure consistent image quality <br />• Remote shutdown capability <br />• Screen sizes and pixel dimensions <br />• Unless otherwise specified in the proposal, it is assumed that each digital billboard <br />will be double -sided <br />ii. The City is in the process of writing an off -premises commercial advertising signs <br />ordinance. The requirements that are anticipated to be included in the ordinance are <br />presented below in sections c through h. In developing the proposal, the proposer <br />should take these requirements into consideration, as well as the requirements <br />generally encountered on similar projects. <br />iii. Construction and operation requirements: <br />• Regularly scheduled onsite maintenance <br />• Internal service access for safety and improved appearance (no visible catwalks) <br />• Constructed to comply with all applicable Caltrans codes <br />• Engineered foundation, anchoring mechanism, and support system <br />Page 2 of 18 <br />
