Agreement with Mark Thomas for Grant Writing Services <br />December 21, 2021 <br />Page 2 <br />2 <br />3 <br />4 <br />1 <br />Firm City Rank <br />Mark Thomas Irvine 1 <br />Blais & Associates LLC Irvine 2 <br />Engineering Solutions Services, LLC Laguna Hills 3 <br />Staff recommends awarding an agreement (Exhibit 2) to Mark Thomas to provide grant <br />writing services based upon the scope of work and selection criteria outlined in RFP 21- <br />111. Their proposal demonstrated the firm has the necessary capacity and expertise to <br />complete the required services. The firm’s rates are reasonable and within industry <br />standards, the team qualifications are appropriate for this project, and the proposal was <br />determined to provide the best value for the City. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with the action. <br />FISCAL IMPACT <br />Funds are budgeted and available for expenditure in the current Fiscal Year 2021-22. <br />The reallocation of $125,000 in unspent Measure M2 Local Fairshare funds will make <br />them available to fully fund the total costs of the agreement. <br />The following table summarizes the funds budgeted to fund the grant writing services of <br />$250,000 per the agreement.
