Award a contract to Grant Thornton Public Sector LLC for American Rescue Plan Act <br />(ARPA) consulting services <br />December 21, 2021 <br />Page 2 <br />2 <br />3 <br />6 <br />0 <br />Management Services Agency, Accounting Manager, and Supervising Accountant. The <br />evaluation was based on the following factors: <br />Technical qualifications and experience of key members of the engagement team <br />and the firm <br />Capability of handling all aspects of the engagement as defined as well as <br />providing support and technical assistance <br />Experience with similarly sized governmental agencies in providing the types of <br />services outlined in the RFQ <br />Compliance with the requirements of the RFQ <br />Thoroughness of the firm’s proposed scope of work, clearly defined schedule of <br />work to be performed <br />Reasonableness of Cost <br />Based on the Committee’s evaluation, Grant Thornton Public Sector LLC (GT) was <br />selected as the most qualified firm to provide ARPA consulting services. They <br />demonstrated a high level of technical knowledge and experience in managing major <br />COVID-19 response and recovery funds, such as the Coronavirus Aid, Relief, and <br />Economic Security (CARES) Act funds and Federal Emergency Management (FEMA) <br />Public Assistance. As one of the leading national accounting and consulting firms, GT <br />has provided grants management compliance services to many federal, state, and local <br />agencies. Their highly experienced subject matter experts will perform services including, <br />but not limited to, the following: <br />Review ARPA Spending-Eligibility Determination <br />Assist with Compliance Monitoring and Reporting <br />Compliance Consulting <br />Assist with Audit Preparation <br />Communication Support <br />As such, staff recommends contracting with GT to perform ARPA consulting services for <br />a period of six months with the option for one six-month renewal. <br />The Request for Qualifications (RFQ) No. 21-093 was advertised on August 26, 2021 and <br />offers were solicited. A summary of the RFQs and offers received is as follows: <br />120 Vendors were notified <br /> 36 Vendors downloaded the RFP <br /> 10 Santa Ana vendors notified <br /> 10 Proposals received <br />Outreach Efforts <br />The Purchasing Division advertised this project on the City’s online bid management and <br />publication system, which directly notified eight Santa Ana vendors, none of which <br />downloaded the RFQ.
